CONG. ULPIANO “ULAN” SARMIENTO III: ON EDUCATION LAW AND PRIVATE SCHOOLS

Bayaoas, Urdaneta. The Association of Private Schools, Colleges and Universities (APSCU) of Eastern Pangasinan resolved during its last regular meeting to invite Atty. Ulpiano “Ulan” P. Sarmiento, III, in a seminar right here in Urdaneta City. Atty. Sarmiento, a connoisseur in education and recognized as one of the very few authorities in the field of Philippine Education, finally accepted our invitation as our resource speaker on “EDUCATION LAW AND THE PRIVATE SCHOOLS” held last November 25, 2009 from 9:00 am to 4:00 pm at the St. Michael’s Gymnasium, Divine Word College of Urdaneta. As all our schools are vulnerable to legal challenges, we realize that it is indeed an absolute necessity for our administrators, faculty and personnel, to be informed and updated with legal issues and concerns affecting them and school operations through the said seminar.

The proficient lecturer excellently delivered the lecture far beyond the expectations of the participants that numbered 368 faculty, administrators and non-academic employees from 48 private schools of Eastern Pangasinan covering the 5th and 6th districts of the said province. The lecture/seminar was very successful in a way that all the copies of his  latest book entitled Education Law and the Private Schools were all sold out.

One of the very few active legal minds in the field of Education Law, Prof. Ulpiano Planes Sarmiento III, fondly called “Ulan”, is a very much sought-after school lawyer, a dynamic law professor, a well-adored charmer in the lecture circuit, a devoted church worker, and above all, a very happy family man. These earned him the prestigious Bedan of the century award from San Beda College.

Having clowned around much of the time during his school days at the Ateneo de Manila Grade School, Ateneo de Naga High School, and the San Beda College, Ulan’s life-story can easily pass as an inspirational saga of hope for the hopeless. For it could not have been foretold that a mischievous child who loved humor more than math and science would soon become an authority on a very serious subject of educating a nation. In Ulan’s case, experience is indeed the best teacher for he truly learned a lot from the exciting moments of his past. Guiding his exceptionally intelligent “rain kids”, Rainey, Drizzle, Storm, Rainbow and Snow, away from the paths he used to tread, Ulan is now savoring the honors he missed by a mile during his school days. Rainey just graduated valedictorian of her class.

Ulan’s teaching career started shortly after law school when he landed a job at the Miriam College Foundation (then Maryknoll College). He swears it is the best thing he ever did for it was there when he found the other half of his life, the lovely Dinna for a wife. Since then, the classroom has become a routine place for Ulan’s meaningful hobby, teaching. He handled classroom instructions at Ateneo de Manila University, Arellano Law Foundation, San Beda College-Alabang (formerly St. Benedict College), De La Salle University Graduate School, Jose Rizal University Graduate School of Education and the University of the East Graduate School of Education. He now teaches at the prestigious San Beda College of Law while being a regular member of the elite faculty at the National Educators Academy of the Philippines, Department of Education. His audience claims that he is the most adored seminar lecturer in the field of Education Law in the Philippines.

But more than being a teacher, Ulan is a school administrator as well. He is currently the Chairman of the San Beda College Board of Trustees. He also sits as a trustee or corporate secretary of several educational institutions, among them, the Holy Trinity Academy, Pasig Catholic College, Sto. Niño Parochial School, St. Joseph’s School, San Jose Academy, College of the Holy Spirit, Miriam College Foundation, Colegio San Agustin, Sta. Mesa Parochial School, Immaculate Conception Cathedral School and others.

Congressman Ulan Sarmiento our teacher representative will deliver his privilege speech in Congress this coming December 7, 2009 bringing our voice in the Private Education.

Urdaneta City. It was a success for the journalists of Divine Word College of Urdaneta after obtaining top awards during the Division Schools Press Conference held last November 0-10, 2009 at Urdaneta I central School.

In Editorial Writing (Filipino), James Patrick Pico garnered third place while In Feature Writing (Filipino). Karen Tabugan bagged the fifth place. Princess Ashley Tomas ranked sixth in Photo Journalism.

Meanwhile, Mark Stanley Pangonilo  landed on seventh place in Copyreading and Headline Writing (Filipino) and Mary Eurielle Gregorio grabbed the fifth place in Editorial Cartooning.
The said student were accompanied by Ms. Ma. Lourdes Ballares and Analyn G. Cruz. The winners will represent the Divison Schools Press Conference on December 7-10, 2009 at Juan G. Macaraeg National High School, Binalonan Pangasinan.
It was truly a job well down for bringing home pride in our school.

Mr. Joren Fabro Tabios our High School Student of III-Leviticus topped the SCI-DAMA category during the Science and Technology Day – City Division of Urdaneta celebrated in Anonas National High School, Urdaneta City done last November 21, 2009. He is the third child of Mr. Renato Tabios and Mrs. Francisca Fabro Tabios of Cayambanan, Urdaneta City.  Ms. Carolina Sayapen is the commendable coach of Joren. The whole academic community of the Divine Word College of Urdaneta proudly congratulates our young champion in SCI-DAMA.

Ms. Joy Marcos Buccat our III-Genesis High School Student made it to the top as she was officially declared first placer in the entire Eastern Pangasinan in Poster-Slogan competition on the National Statistics Month Celebration done last October 23, 2009. Joy is the youngest daughter among 2 siblings of Mr. Sofronio Buccat and Mrs. Veronica Marcos Buccat of Asingan, Pangasinan.  Ms. Teresa Pontaoe is the most able coach of Joy. The board of trustees together with the administration, faculty, personnel of the Divine Word College of Urdaneta, we congratulate our young champion in Poster-Slogan competition.

Urdaneta City. The Divine Word College of Urdaneta’s administrators, faculty members, non-academic personnel and students proudly congratulate our Grade VI Elementary Pupil Math Wiz: Marinelle F. Bagayan for making it to the top in Math Quiz Bee during the Math Festival held last November 13, 2009 at the Urdaneta I Central School. Marinelle will represent not only the DWCU but the whole division to the Regional Math Festival to be held in Laoag City, Ilocos Norte come January 2010.

San Fernando City, La Union. Fr. Jess del Rosario, SVD our spiritual director of the DWFC and college professor of the DWCU celebrated his Golden Jubilee in vows together with all the SVD-PHN Jubiliarians of this year 2009 in a Eucharist at the Carmelite Chapel in Pindangan of the said city. The whole seminary community and SVD priests and regent joined the celebration with a number of Faculty and Personnel of our institution.  All superiors and confreres of the whole Divine Word Missionaries of the Northern Philippine Province graced the occasion. Right after the mass a bountiful reception prepared by the staff of the SVD Provincialate was served – an AGAPE with the celebrants!

Young Journalists Shine in Division Press Con

Three “The Vine” staffers bagged 1st place in this years’ Division Schools’ Press Conference held at Urdaneta I Central School last November 9 – 10, 2009.  Five other journalists also secured awards to qualify themselves for the upcoming Regional Schools Press Conference.

Kimvirly Zayat, Redentor Immanuel Ridao and Nina Charisse Evangelista gained themselves gold medals in Editorial Writing, Editorial Cartooning English and  “Pagsulat ng Pangulong Tudling” respectively.

Zayat, Ridao, Evangelista and five others have qualified themselves for the RSPC.

Divine Word College of Urdaneta ranked 2nd runner-up in the said conference which was participated by both private and public schools.

We specially greet our Spiritual Director and Professor here at the DWCU and DWFC who celebrates his Golden Jubilee in vows our dear Fr. Jess del Rosario, SVD. We assure Fr. CULMINATION OF THE DWCU ROSARY DEVOTION

The Culmination of the DWCU Rosary Devotion 2009

ROSARY 09_43The three images of the Blessed Virgin Mary represented the three departments of the Divine Word College of Urdaneta namely: the Pre-school/Elementary, High School (Secondary Level) and College (Tertiary Level). The same images were carried in a procession by the members of the said departments from the St. Michael’s Gymnasium to their abode for almost a month during the opening of this year’s rosary devotion so dear to the whole academic community.

The whole month of October is very significant to the DWCU’s Catholic Tradition honoring the Blessed Virgin Mary the mother of the Divine Word through meditating the mysteries of the Holy Rosary. In all the departments the rosary is being prayed daily throughout the month for world peace, the conversion of sinners, the fortification of our families, for protection against all kinds of calamities…and so on…and so forth. We believe that the family that prays together, stays together.

What we started beautifully as a community last October 2, 2009 (first Friday of the month) during the Celebration of the Word and the Eucharist ended meaningfully last October 29  in a para-liturgical rites with the “Living Rosary” attended by all the members of the DWCU community. After the culmination rites the President expressed his commendation and heartfelt gratitude to all the Divinians specially to those who selflessly contributed their time, talent and treasure for the success of this year’s observance of the month of Mary. The culmination rites officially closed the first semester of the school year 2009-2010.
